We have set up a couple of sites now using 2.9. They worked great through the testing process, but now after two sales we are getting an error in the download process

We double checked the templates # in the settings to make sure they had not been transposed.  I just don't understand why it worked twice then quit.

Either that directory (templates4803708) doesn't exist or that file (download.html) doesn't exist in that directory. If the sale actually went through, then it's likely the file is missing. Note that the directory and file portions of the path are case-sensitive.

You'll want to change that directory name now that you've published it on the forum.
